UN peacekeeping chief questions burden put on troops from developing countries

Pointing to what he called a “commitment gap,” Under-Secretary-General Jean-Marie Guéhenno, said the industrialized countries made it a priority that their military personnel serve in operations led by the North Atlantic Treaty Organization (NATO), the European Union, or in ad hoc coalitions authorized by the UN Security Council.He also wondered whether the United Nations or “another organization” he did not name should be assigned the responsibility for “robust” military peacekeeping.Mr. Guéhenno also called for intensified efforts to enhance African peacekeeping capabilities and consolidated reform of the rapid deployment capacity of his department, the Department of Peacekeeping Operations (DPKO).
